La Fleuriaye District Development in Carquefou, Nantes Metropole
The La Fleuriaye district in the City of Carquefou, part of Nantes Metropole, has been developed in two phases:
Phase I: District Composition
1. Fleuriaye East (65 Hectares, 1995-2010):
- 120 tertiary companies over 55,000 m²
- 1,000 dwellings
- A theatre
- A University Institute of Technology (IUT)
- A music school
- Various cultural activities
2. Fleuriaye West (37 Hectares, under construction since 2013):
- 600 housing units (320 delivered to date)
- 10,000 m² of tertiary and service space
- An equestrian centre
- A Medical-Educational Institute (EMI)
Objectives of the District
Living Environment and Comfort:
Ensure the health and well-being of residents by building new housing units according to the Passivhaus standard, thereby enhancing urban development goals related to living environment, comfort, and health.
Energy and Environmental Neutrality:
- Achieve a neutral impact on energy and environment in Fleuriaye West through:
- Biodiversity, water, and landscape management
- Construction of passive, energy-efficient housing
- Renewable energy production meeting or exceeding district consumption, primarily via solar photovoltaics on all south-facing roofs
- Fleuriaye West aims for over 100% renewable energy coverage, and about 42% coverage across the entire district (Fleuriaye East and West)
- Fleuriaye East also aims to control energy consumption and increase renewable energy production, including collective self-consumption projects.
Economic Model:
- Develop a transposable economic model that limits reliance on public funding.
Fleuriaye West: A Positive Energy District
La Fleuriaye West is designed to achieve 100% renewable energy. The strategy includes reducing overall district energy consumption and offsetting it with renewable energy production. The passive standard is applied throughout, balancing minimal energy consumption with maximum comfort and air quality.
- Housing: 620 homes, including single-family houses and community buildings
- Tertiary Sector and Activity Space: 10,000 m²
This will make La Fleuriaye West the largest passive district in France.
Land Use for Fleuriaye East and West
Surfaces:
- Waterproof area: 320,000 m²
- Vegetated surface (including roofs): 700,000 m²
- Public spaces: 510,000 m²
Built Surfaces:
- Office space: 50,000 m²
- Retail space: 5,000 m²
- Public facilities: 40,000 m²
- Housing: 100,000 m² (1,600 units, including 620 in Fleuriaye West)
- Social housing: 350 units
- Green spaces per inhabitant: 233.33 m²
- Public spaces per inhabitant: 170 m²
Financing
Total Investment Cost: €270 million (excluding taxes) for both Fleuriaye West and East projects
- Fleuriaye West: €123 million (buildings: €100 million, public space: €20 million, renewable energy: €3 million)
- Total Grants: €168,000 (excluding taxes)
- For Fleuriaye West: Communicating R&D, Passive Design, Communicating Terminal, Project Engineering
- For Fleuriaye East: Collective self-consumption study, Project Engineering
Goals
1. Preserving Biodiversity:
- Preserve and enhance the existing landscape heritage
- Maintain migration corridors for flora and fauna
- Innovative open-air vehicle passageways
- Runoff water collection through a network of valleys and ponds
2. Energy
- Optimal building orientations and passive designs ensure winter temperatures of 20°C without heating and summer comfort without overheating
- Passive housing includes quality equipment to limit energy consumption for office automation and household appliances
- Educate residents on best practices for energy management
- Install digital energy meters in all buildings for consumption monitoring
- Public energy consumption and production displays (TOTEM) to educate residents
3. Social
- 68 social passive houses with no extra costs
